The project for the Cultural Center of the Trade Unions was drawn up in 1987 and included spaces for various cultural-educational activities and a 590-seat auditorium for performances. The construction was carried out with many interruptions until 1993. In 2002, the Pașcani City Hall took over the unfinished construction and reorganized the spaces adjacent to the performance hall for administrative activities necessary for the City Hall. The finishing and equipping of the performance hall were realized between 2005 and 2010.
The performance hall has a symmetrical plan, with an Italian-style stage that can be extended towards the auditorium by covering the orchestra pit. Spectators benefit from the foyer on the ground floor and the next two floors.
Spectator access is on the ground floor at stage level and on the first floor at the top of the steps. The continuity of the common plan, stage and spectator entrances, extends the playing surface and provides additional possibilities for scenic movement.
The balcony has its main entrances from the foyers on the second floor, and there are also entrances from the first floor for its side extensions. These side accesses, close to the stage, provide additional possibilities for actors, sound and lighting.
The distribution of the finishes, wood, plasterboard and metal, with smooth or perforated surfaces, was subordinated to acoustic requirements.
