In the conceptual interpretation of the theme, the project prioritized the enhancement of the natural setting and the silhouette of the Peninsula. To this end, the proposed intervention develops an architectural transition between the level of Ovidiu Square and that of the Tomis Marina.

The existence of an important transit traffic between the city and the harbor, respectively the beach, which runs along the routes Bd. Tomis and Mircea cel Bătrân Streets and its overlapping with the pedestrian flows, as well as the intense and disorganized local traffic led to the proposal to cross Ovidiu Square by underground, together with the realization of a system of underground parking to meet the needs of the area, in order to give back Ovidiu Square to pedestrians. The proposed architectural pathway structures a system of ramps, terraces and staircases, generating a succession of interior and exterior spaces that connect Ovidiu Square to the sea.

Through the arrangement of the volumes that compose it, the aim was to emphasize the local and silhouette dominants, as well as to activate visual axes, belvederes, correlated with the image of the cornice and the unfolding of the fronts on it (the image from the sea).

Through its intrinsic dynamics and the evocative material elements it integrates - water, vegetation, flagstones - this system creates a living path both inside and outside, and facilitates the harmonization of the ensemble with the natural and built elements of the area.

The public space of the Ovidiu Square (given back to pedestrians) and those of the proposed ensemble can thus be conducive to the organization of urban events, becoming - both by function and by the links provided - a pole of urban animation.

As the area under study has a great potential both from a functional (tourism and urban leisure) and aesthetic-configurative point of view, due to its special relationship with the natural setting elements - the sea and the cliffs - which largely determine the character of the Peninsula, it was proposed to equip the area with the most diverse equipment and services.

The services dedicated to tourism are designed to attract and stimulate the re-establishment of specific traditional activities on the Peninsula, which will increase the attractiveness of the area and enliven it with a wide range of events: cultural, scientific, sporting (especially nautical), festivals, celebrations, symposia, conferences, workshops, etc.

The area of permanent facilities specific to an urban waterfront and a port area for sports and leisure boating is located on the Tomis Port platform and will include commercial functions, public catering (small restaurants, cafes, bars, etc.), customs services, tourist information services, water sports services (equipment rental, etc.), cultural and leisure activities.
