The Romanian Order of Architects and the City Hall of Cluj-Napoca officially announce the launch of the International Solutions Competition "The Landscaping of the East Park Cluj-Napoca".
The aim of the contest is to select the best solution for the development of the East Park in Cluj-Napoca, in order to award the design contract.
The new development will have to ensure the conservation in optimal conditions of the wetland area with specific flora and fauna, developed spontaneously and constituting a unique biotope in the urban environment of Transylvania. At the same time, the promoter wants to create a park that will fulfill the usual functions for this kind of public spaces, and that will socially and functionally reactivate the area through the landscape attractiveness of the created settings. By integrating it into the system of other urban plantations, the future East Park will become an important node in the green network of the city and the eastern area of Cluj-Napoca.
The contracting authority of the competition is the City Hall of Cluj-Napoca, which will become the beneficiary of the project contracted as a result of this competition.
The competition is organized by the Romanian Order of Architects (OAR), in accordance with the Rules of Competitions of the International Union of Architects - UIA, the provisions of the International Recommendations for Competitions in Architecture and Urbanism adopted at the UNESCO General Conference of 1956, revised on 27 November 1978, the provisions of the Guide of Good Practices in the organization of OAR solution competitions, published in 2018, in compliance with the provisions of the legislation in force on the award of public procurement contracts.
The solutions competition is public, in a single phase, open for Romania, the countries of the European Union and the European Economic Area and the Swiss Confederation.
The competition for solutions is organized as an independent procedure in accordance with Art. 105 lit. a) of Law no. 98/2016 on public procurement, and subsequently, based on the provisions of Art. 104 para. (7) of the same Law, the design service contract shall be awarded to the winning competitor of the tender, following a negotiated procedure without prior publication of a tender notice.
