“The Esplanade” That Never Was

The Union of Architects of Romania, in partnership with the “Ion Mincu” University of Architecture and Urbanism, as part of a broader cultural and educational initiative, organized the exhibition “The Bucharest That Never Was” at the end of 2025. The initiative was intended not only as a retrospective but also as “an exercise in urban memory and a way to understand the city through the eyes of those who envisioned it differently: architects, urban planners, historians, and artists” and “an invitation to reflect on the ideas that have shaped and continue to shape the identity of Bucharest’s urban^space”1.

As became clear from touring the exhibition and the debates that followed, almost every case had its own history—more or less dramatic—marked by subjective, unforeseen, or even absurd decisions. Perhaps it would be appropriate to conduct a more holistic analysis of the “it never happened” phenomenon in urban development, particularly in Bucharest, where the phenomeno
